You will need to apply for permission if you are planning a public event, including:

Sporting & Recreation

Sporting, recreational or entertainment events (including live performances)

Educational, Cultural & Religious

Educational, cultural or religious events

Business Events

Business events such as marketing activations, exhibitions or promotional events

Community & Charitable

Community or charitable events, conferences or organisational gatherings

Filming

Filming that may affect traffic or attract spectators

Any Similar Public Gathering

Any similar public gathering where the public has access

When a Permit is NOT Required

You do not need an event permit for:

Funerals

  • Funerals

Events held at purpose-built venues, such as:

  • Wedding venues
  • Conference centres
  • Schools or places of worship
  • Hotels
  • Sports clubs or stadiums (for sporting events only)

Events regulated by national legislation such as:

  • The Safety at Sports and Recreational Events Act
  • The Regulation of Gatherings Act

Events where land use rights apply

  • Events where land use rights already allow events on the property

⚠ Important: Municipal approval may still be required if:

  • The event takes place outside the normal use parameters of the venue
  • The size or impact exceeds the venue capacity
  • Temporary structures will be erected that require approval
  • The event type is not consistent with the venue's primary purpose (e.g., a circus held at a sports club)

Annexure B: Agreement with a subcontractor involved in the event (if applicable)

Annexure C: Agreement with the venue owner (if the applicant is not the owner)

Annexure D: Security plan including the number and qualifications of security personnel

Annexure E: Medical and safety plan in line with Regulations relating to Emergency Medical Services at Mass Gathering Events (National Health Act, 2003)

Annexure F: Registration of the medical plan with Western Cape Emergency Services

Annexure G: Appointment of a Safety Officer

H

Annexure H: Noise and dust control plan including music volume levels and sound system power

Annexure I: Parking and traffic management plan

J

Annexure J: Arrangements with the West Coast District Municipality regarding food safety control

Annexure K: Proof of appropriate public liability insurance

Events may only be advertised once municipal approval has been granted.
