SWARTLAND LEADS INDEPENDENT MUNICIPAL PERFORMANCE ASSESSMENTS

Swartland Municipality continues to demonstrate what can be achieved in local government despite the challenges facing municipalities. This was again highlighted in recent weeks when two independent research reports placed Swartland among South Africa’s leading local municipalities and as the top performer in their respective assessments.


The Ratings Afrika Municipal Financial Sustainability Index (MFSI) and the FW De Klerk Foundation’s Local Government Report Card for 2026 recognise Swartland as a successful and competent local government. Based on research and measurable data, the reports point to the Municipality’s record of service delivery, strong financial management, responsible governance and focus on infrastructure development and management.


The Ratings Afrika Index’s analysis places a strong emphasis on financial sustainability, including:

  • • a municipality’s ability to deliver basic services;
  • • its ability to develop and maintain infrastructure while ensuring that services remain affordable to residents; and
  • • its ability to absorb financial shocks caused by economic, natural or political upheavals and disasters without relying on external sources.


Ratings Afrika determines a municipality’s sustainability by evaluating and measuring operating performance, liquidity management, debt governance, budget position, affordability and infrastructure development. For the 2025/2026 financial year, Swartland Municipality increased its score to 80 out of 100. This is a three-point increase from last year’s score of 77 and places Swartland at the top of the Ratings Afrika MFSI among the municipalities assessed.


The FW De Klerk Foundation’s Local Government Report Card considered municipal service delivery and infrastructure, financial management, integrity and inclusion. The report highlighted the importance of Swartland Municipality’s governance structures in ensuring its success. It considered the Municipality’s administrative stability, as well as its well-functioning council, which makes decisions efficiently without succumbing to council paralysis, a challenge that has halted progress in several municipalities across the country.


The FW De Klerk Foundation awarded Swartland a score of 90 out of 100, placing the Municipality first among the local governments surveyed for the report card. The report also points out areas where the Municipality needs to improve. This is important because no local government is perfect, and Swartland continuously strives to improve service delivery to all residents.


“We value these independent assessments because they demonstrate that it is possible to manage an effective local government with limited resources in South Africa. They also provide an objective view of the areas in which Swartland is performing well and those in which we must continue to improve, particularly as external pressures increasingly affect the day-to-day functioning of municipalities,” says Municipal Manager Joggie Scholtz.


Executive Mayor, Alderman Harold Cleophas, highlighted the growing pressures on local municipalities arising from economic hardship, the international political and economic climate, and service delivery challenges across different spheres of government.


“Residents increasingly look to municipalities for support when services provided by other spheres of government come under pressure. This places additional demands on municipal resources and can affect the long-term stability and sustainability of local government. Challenges in areas such as safety, security and energy have a direct impact on communities. It is therefore essential that all spheres of government commit to their responsibilities to strengthen service delivery and limit the financial burden on municipalities and residents,” says Executive Mayor Cleophas.


Swartland’s performance reflects what can be achieved through a knowledgeable and dedicated administration, supported by positive political will. This enables the Municipality to find solutions, make difficult decisions and act in the interests of the community it serves.
